Several Ring Road 3 packages in HCMC are behind schedule, officials report
Material shortages and disrupted asphalt imports are slowing parts of Ho Chi Minh City's Ring Road 3. Officials still aim to open a 17-km section linking to Long Thanh airport by year-end.

- Component Project 1 is 82.7% complete; Project 5 averages 72.3%
- Only 2.9 of 3.8 million cubic metres of crushed stone secured
- A 17-km section toward Long Thanh airport targeted to open by year-end
Some packages on Ho Chi Minh City's section of Ring Road 3 are running behind schedule, according to a report published on October 3.
The full ring road is about 76.34 kilometres long and passes through Ho Chi Minh City, Dong Nai and Tay Ninh. The city's portion is split into two component projects managed by the city's Traffic Construction Investment Management Board.
Progress so far
- Component Project 1 has 10 major packages and is 82.7 percent complete overall. The slowest are package XL8 at 62.3 percent and XL10 at 69.5 percent.
- Component Project 5 has four major packages and averages 72.3 percent. Package XL4 is furthest along at 95.6 percent, while XL1 trails at 62.5 percent.
What is causing delays
Materials are the main problem. The project needs 3.8 million cubic metres of crushed stone, but only 2.9 million has been secured. The report also says asphalt imports have been disrupted since the second quarter of 2026 because of the conflict in the Middle East.
Targets for 2026
By the end of the year, officials expect to finish asphalt paving on 36 of 58 kilometres. A 17-kilometre section connecting to Long Thanh International Airport is expected to open to traffic.
What it means for residents
Ring Road 3 is planned to improve regional connections, including toward the new airport, but the figures show that several stretches are still unfinished. Anyone planning journeys that depend on the full ring road, such as airport trips or freight, should expect the complete route to take longer than the year-end targets for individual sections suggest.
